Buying a Van with Paraguay plates in Colombia

Hi guys,

lots of information on this topic as I'm reading up on it, just not getting the whole picture here for my situation. We're hoping to buy a van with Paraguay plates in Colombia. As the plates of the van are registered in Paraguay we can't put ownership 'cedula' of the van in our name unless in Paraguay. So we would need to go to a notary and get a 'Poder' documument to give us the power of attorney over this vehicle. Up to here it's clear and sounds reasonable. However my questions are:

1. Am I going to have trouble at the border with Ecuador, Peru, Bolivia and Chili if the car is not registered in my name and I just have the 'Poder' document?

2. Am I going to have trouble holding on to the car or getting it back if anything happens to it, say gets stolen and need to get it back from the Police, get in an accident, gets toad etc.?

3. How 'easy' is it to sell a car that is not registered in your name? Can we give the next users the power of attorney by drawing up a 'Poder'  just like the owner did for us, or is the registered owner the only one who can do this?

4. What is the risk the owner is taking by giving us the power of attorney over a car registered in his name?
